The Coat of Arms of Sisak-Moslavina is quite often seen (on
TV) and seems to be popular. It is crowed with mural crown of 7
towers. I somehow doubt that this crown has anything to be
disputed. It originates from the mural crown of the city of
Sisak. (The flag is also often seen, very interesting, but also
not legaly right, since it is tricolour). I do not have info on
when it is adopted in the assembly, nor was it or not approved by
the Ministry.The County of Sisak - Moslavina is in central
Croatia, south-east of Zagreb. Its capital, Sisak, is Croatian
center of heavy industry. Big parts of the County were occupied
in recent war, especially southern parts, where Serb population
was considerable. In western part of the County there is a site
of a concentration camp from World War II in Jasenovac. The
County is especially known for its many hunting facilities in
numerous marshes abound Sava river. A stork is a native bird
there, but it is also found on the ancient arms of the city of
Sisak. The swords stands as a symbol of defence, both in the
recent war and in historic wars against Ottoman empire.

Since recently, the entire set of the official gazettes of
Sisak since 1994 are available on <www.sisak.hr>.
One gazette provides us with the title of the decision adopting
the Coat of Arms and the flag of the County, as well as providing
the framework date: Odluka o grbu i zastavi upanije
Sisacko-moslavacke, Slubeni glasnik upanije

Dov Gutterman located a photo of a flag hanged from
the window at <www.hrt.hr>.
This showes a photo from liberation of the city of Petrinja in
1995. The flag hoisted on window is the flag of the county of
Sisak and Moslavina, in which the city is. The building is the
city hall of Petrinja (and I believe the flag of Petrinja itself
was hoisted just few moments latter, but I never managed to get a
good sight of it, except that it contains a CoA with black
eagle...) The one seen on the photo is vertical variant which
upper red stripe invisible in the interior of the building.

The vertical variant is in much more frequent use, as far as I
could notice. Nither the Coat of Arms nor the flag are approved
by the Ministry, but it seems that SMC does not care much about
it and use them nevertheless.

On 13 July 2006 the Croatian Sabor adopted a new law on local
subdivision to replace the previous one from 1997 (amended 15
times since then until 2003). The new law is published in the official
gazette: Zakon o podrucjima upanija, gradova i opcina u
Republici Hrvatskoj, 13.07.2006, Narodne novine, 86/2006,
28.07.2006.The law was promulgated on 19 July by presidential
decree and it became valid on the day of its issue in the gazette
(28.07.2006).
Three communities were disbanded and included into neighbouring
cities: Gornji Klasnic into Glina, Jabukovac into Petrinja and
Utolica into H. Kostajnica. As far as I know, these three never
got any symbols and I think that they even never started the
proces.
