Hrvatska Kostajnica is a city in Sisak-Moslavina County on Una
river on the border with B&H. On the other side of Una in
B&H is Bosanska Kostajnica. (In rest of the message I use
simply Kostajnica to mean Hrvatska Kostajnica.) In the
administartive reform in 1993 Kostajnica got status of a
community, but the city status was reverted in 1997.
The flag usage is confirmed in several siteing of the flag on TV
reports from Kostajnica on various occasions in last three years.
The county official gazette from 2000 forward is available on
<www.glasila.hr>, where
one can find the new Statute and an amendment to decision on the
coat of arms and the flag (which is of not much concern to us
here, amending some minor usage details): Statut Grada Hrvatska
Kostajnica, 14.09.2001, Slubeni vjesnik, br. 16/01. Odluka
o izmjeni i dopuni Odluke o grbu i zastavi Grada Hrvatska
Kostajnica, 14.09.2001, Slubeni vjesnik, br. 16/01, str.
629
However, in a decision perimiting the use of symbols by some
local company the original decision on the coat of arms and the
flag is refered: Odluka o grbu i zastavi Grada Hrvatska
Kostajnica, Slubeni vjesnik Grada Hrvatska Kostajnica, br.
15/97 i 3/99; prema SV 15/2000, str. 569. I was not yet able to
get the text of that decision.
The coat of arms is modernization of the coat of arms granted to
the city in 1893 by Emperor and King Franz Joseph I. The coat of
arms showes a three towered fortification with a wall in base
forming a golden yard in which is standing a lamb carrying a
flag. The three towered fortification is the fort of Kostajnica
situated on an island in the river Una. Image of the coat of arms
is based on rather fuzzy original, so probably not that precise
after all.
The flag is blue with the coat of arms in the middle.
Finally, one may mention that the name Kostajnica has root in
word meaning chestnut, and that an anually chestnut festival is
held in authom there that inculde gathering of the chestnuts in
the woods surrounding the city. The chustnuts, apparently, do not
come into these symbols of the city.

I already mentioned the 2001 Statutes, which provides only
reference to the decision on the city coat of arms and flag in
gazettes 15/97 and 3/99. The 2006 Statutes repeats this, only
addind reference also to 16/01 (decision on amendments of the
coat of arms and flag decision, which I reported also). However,
the new 2009 Statutes contains the compete description of the
coat of arms and the flag. It does not differ from what we
already know regarding the coat of arms, however the flag is
described as blue in size 90×180 cm with the coat of arms sized
40×30 cm in it prescribed to be made in golden embroidery. This
proportions of the coat of arms do not match to what we have seen
in use, and certainly yet have to see a golden embroideried flag.
The flag in the mayor's office as seen on the photo
appears to be the usual printed flag of coat of arms larger then
prescribed (see: Flag in Use).
