Overview

The community of Martinska Ves at wikipedia is depcited with a scanned Coat of Arms of weak quality depciting a church and a duck. I very much doubt that this is official Coat of Arms and it is highly probable that even if adopted it could not have been approved by the central authorities

At <www.smz.hr> there is a small coat of arms and a photo of three flag which one is seems to be the municipal flag (white, blue-red Scandinavian cross with coat of arms).

The Scandinavian cross seems to be two-coloured, short arm being red and long one blue. I indeed suspect that the thing in the middle of the cross is the coat of arms, but it also seems that there are some aditional ornaments (golden?) in the arms of the red part of the cross.
The two other flags on the photo are, of course that of Croatia and Sisak-Moslavina County, which figures - it is probably the building of the seat of administration of the community. It does not strike me as odd that a community in Sisak-Moslavina County has a flag that "falls out"of the general system, as the county flags does so as well and several other city and community flags do so also - it seems that flag legislation issues are not alaways followed in this part of the country.

Martinska Ves is a community in the Sisak-Moslavina County, just north of Sisak. 4,000 inhabitants, most in the village of Strelecko (about 500), the seat of the community administration is in the village of Desna Martinska Ves with just under 400 inhabitants.
The symbols were adopted probably in 1990's although they were most probably not approved for use by the Central State Office for Administration. They are shown on web site at <www.smz.hr>.
A photo there includes the community administration building flying a flag together with the flags of Croatia and the county, however the photo and the Coat of Arms drawing available there are very low quality. This is a vague reconstruction that requires confirmation!
The coat of arms depicts a church over a green hill and a goose swimming in a dark blue field in the base. The flag is white with an off-set cross formed of a blue lenghtwise stripe and a red crossbar with the coat of arms in the middle of it. In the red fields there is a golden ornament (of unknown details).

Since recently, the entire set of the official gazettes of Sisak since 1994 are available on <www.sisak.hr>. In the front page of one of the gazettes is clear reference to the decision of the Community of Martinska Ves regarding the adoption of their Coat of Arms and flag, although the contents of the decision is unfortunately not there: Odluka o utvrdivanju grba i zastave Opcine Martinska Ves, Službeni glasnik Županije Sisacko-moslavacke, br. 15/1994, 03.11.1994.
