The coat of arms is a modernisation of the old arms of Sisak,
granted in XVIII century. The flag is quartered by a white cross
in blue and green, with the coat of arms in the middle. It is not
known if the design is approved by the Ministry of
Administration. Another flag - blue over green with thin white
stripe in between and coat of arms in the middle was also
reported - status unknown.

The web site of the city of Sisak includes now some more data
on its symbols, including better drawings. At <www.sisak.hr>
there is a drawing of an older coat of arms, for which is stated
that it is mentioned in a city document of 1896 signed by the
first mayor of Sisak Franjo Lovric, depciting the three towers of
Sisak surrounded with the three rivers: Odra, Sava and Kupa with
a ship on them. The current coat of arms is derived from it. For
the flag that dates are not given, my impression is that it is
devised only in 1990's. However, in another page, the
history of Sisak is recounted, and there it is stated that Sisak
was granted the status of free merchant place on 29 October 1838,
when the Statutes, the coat of arms and the seal was also
granted.
These is also available the Statutes of 2001
where the current coat of arms and the flag are described. The
coat of arms is described in the Statutes as "shield-shaped
depicting a three-towered fortress, trhee rivers and a ship.
Above the shield a crown of five towers. Colours are blue, green
and white". In Laszowski book of 1934 it is blazoned so:
"azure, on an island vert surrounded with rivers a city
massoned argent with three circular towers embatteled and with
loopholes and on the rivres a ship" (my translation).

Since recently, the entire set of the official gazettes of
Sisak since 1994 are available on <www.sisak.hr>. While
these gazettes are called "Sluveni glasnik Grada
Siska" on this site, they are obviously only excerpts from
the County official gazettes "Slubeni vjesnik
Sisacko-moslavacke upanije" (or prior to 1997,
"Slubeni vjesnik upanije
Sisacko-moslavacke").
"Article 8
The City of Sisak has a coat of arms and a flag. With the coat of
arms and the flag, the City of Sisak is represented and is
expressed affiliation to the City.
Article 9
The coat of arms of the City of Sisak is the hsitorical coat of
arms of the city in a shield shape depicting a fortress, three
rivers and a ship and a crown above the shield.
The fortress Stari grad (Old City) is composed of three towers,
two of which are connected with a wall, while the third is set
between the two behind the wall higher then them. The fortress is
white, the stone base, windows and embattlements on the wall and
the towers are outlined in black.
Around the fortress and on the river banks are stylized bushes
coloured green. The rivers are white, the confluence of Odra into
Kupa on the left and Kupa into Sava in the right side of the coat
of arms. On the Kupa river, beneath the fortress, there is
navigating a ship from left to right.
In the top half of the coat of arms, behind the fortress, the sky
is coloured light blue.
Article 10
The flag of the City of Sisak is composed of three colours: blue,
white and green.
The flag is divided into four equal fields by a cross coloured
white: the top left field is blue, the top right field is green,
the bottom left field is green and the bottom right field is
blue.
In the centre of the flag, at the crossing point of the cross
there is the coat of arms of the City.
Article 11
The City of Sisiak has its historical coat of arms and flag as
its historical symbols, under special protection by the city.
The use of the coat of arms and the flag and the amnner of their
protection shall be determined with a special decision of the
City Council."
I believe that the terms left and right should be considered
non-heraldical here.
The subsequent statutes all include virtually the same
description of the coat of arms and the flag in the article 6
though 8, with a minor difference - until and including 2001 the
colours of the coat of arms are stated: "blue, green and
white (silver)", while in 2006 and afterwards the reference
to silver is removed naming only "blue, green and
white". I suspect this was done by some local official who
did not understand what it is the matter here and the removal was
done, I guess, silently (if not really accidentally). In 1998
version both the coat of arms and the flag were described in
single article 6 (although to the same wording as afterwards):
"Article 6
The City has its coat of arms, its flag and its seal.
The coat of arms of the City is the hsitorical coat of arms of
the City in shield shape depicting a fortress with three towers,
three rivers and a ship.
Above the shield is a five-towered crown. The colours in the coat
of arms are blue, green and white (silver).
Article 7.
The flag of the City is of three colours: blze, green and white
with the coat of arms of the City in the centre of it.
The ratio of width and length of the flag is 1:2.
The blue and green colours are layed down horizontally and
diagonally symmetrical in four equal fields divided with white
lines forming a cross.
The top left field is blue.
Article 8
The Mayor prescribes a separate general act on the manner of the
display and use of the coat of arms and the flag of the
City."

Historical Flag of the 1st Croatian and Slavonian Veteran
Society of Archduke Joseph in Sisak - after 1874
Double yellow silk brocade, tassels, oak, relief embroidery,
applique, carving
146 x 186 cm, length of staff 360 cm
Rectangular flag with a border of embroidered black triangles and
tassels on the ends. Obverse: in the centre of the field in
separate cartouches the coats of arms of Croatia and Slavonia
surmounted by a crown. The inscription around the coats of arms
reads: I hrv.slav, veteransko druztvo 'Nadvojvode Josipa' u
Sisku. Reverse: bust of Emperor Francis Joseph I with the motto:
Za kralja i domovinu! The flag is fixed to the staff with brass
studs. The natural coloured staff had a finial that has not been
preserved.
The flag was donated to the National Museum by the First Croatian
and Slavonian Veterans' Society from Sisak.
