Overview

Community of Popovaca (Popovac<a), Sisak-Moslavina County. The coat of arms might have been adopted around 1999, as it is shown on Opcina Popovaca site <www.popovaca.hr> on 2 December 2002. In blue shield on a green hill a red church with white portal and belfry. On the doors the escutcheon of Erdödy (azure a deer issuant from a wheel) encyrcled with grapes and leaves.
This coat of arms might be based on some historical pattern, and if it is adopted then surely there is a flag to go with it, but at the moment I have no other info.

The coat of arms is of the Pálffy family, lords of Bratislava (or Pressburg (german) or Poszony (hungarian); it is now also the emblem of Bratislava region, on which page Ales Krizan and István Molnár provide more info; the emblem is also used for the Pálffy Museum in Vienna, see <www.palais-palffy.at>.

In the mean time I got info from Tomislav Šipek personal observation on both "normal" and the Vertical Flag. The flag is white with the coat of arms in the middle. The vertical flag is used as the ceremonial flag. It is white with five square tails in the base and is bordered all around with a thin golden border (with fringe?).

The decision of the community assembly issued on <popovaca.hr> , Odluka o uporabi grba Opcine Popovaca, (27. sjednica Vijeca Opcine Popovaca, undated) determines the use of the coat of arms of the community by the local majorette group, but for us is interesting as it names the decisions adopting teh coat of arms and the flag: Odluca o grbu i zastavi Opcine Popovaca, Službene novine Opcine Popovaca broj 5/94 i 295 (this last is probably typo for 2/95, I think).
Of course, one should stuill need to find these official gazette from 1990's, but this puts the date to the adoption of the current flag to 1994 or 1995 (unlike 1999 as I estimated previously).
The site at <popovaca.hr> has the Statutes of the community (as adopted on 15 October 2001), that in its article 4 describes the coat of arms and the flag:
"The Community of Popovaca had a coat of arms and a flag. The coat of arms of the Community of Popovaca is shield shaped with its two thirds being blue and one third being green. On the vertical axis of the shield is a red building with a white pcortal of the Moslavacki costle on the blue background. In the portal, on a blue shield is a part of the coat of arms of the Erdody i.e. Bakac family of 1489 (white deer on a white wheel). Behind the building is a white belfry of the St. Ane Church in Osekovo. On the lower third of the shield on a green hill beneath the building is a white semi-circular wreath of bunches of grapes and vine leaves.
The flag of the Community of Popovaca is white, bordered with a yellow ribbon. In the middle of the flag on its vertical axis is set the coat of arms of the Community. The flag is produced in ratio 1:2, while the height of the coat of arms is equal to a half of the flag width."
