Overview

The flag is blue, ratio 1:2, with the city coat of arms in the middle. The Coat of Arms is blue, with white massoned walls and red tower, crowned with golden crown and cross, all between two white double fleurs de lys. There is also a golden ornament under the walls, which is, As far as I know, not part of the blazon, but for ornamental purposes (and certainly part of the official Coat of Arms). The whole shield is outlined golden.
The image is from my pages, and quite possibly incorrect in details (shades, proportions), but fair enough.

The coat of arms of the City of Koprivnica is the historical coat of arms of the free royal city of Koprivnica. The decision of the civic assembly described the coat of arms: "In semicircular shield of blue field a white tower without gates embattled and with carved columns. Above the tower there is a yellow royal (Anjou) crown, and to the left and right each a double yellow fleur-de-lis also symbolising the Anjou house that granted the free royal city status to Koprivnica." The flag is light blue with the coat of arms in the middle. The ceremonial flag is vertical version of the light blue flag ending in swallowtail and bordered with yellow along all edges. Adopted: around 1995 ?

There is nothing beneat the white tower (as I said there is in 1999). The coat of arms in the flag is bordered yellow. The Vertical-Ceremonial Flag is used only as table flag, even if the "real-size" is planned, it was never (yet?) made, as I learned talking with Mr. Ernecic, curator of the Koprivnica City Museum.
The modern design of the Coat of Arms and the flag (i.e. artistic redention based on historic pattern) is made by Draženka Jalšic Ernecic, kunsthistorian from Koprivnica (and incidentally wife of Mr. Ernecic). She designed several other flags and Coat of Arms in the county.
The flag is adopted some time in 1996, and was approved by the Ministry of administration on 12. July 1996.

As we already knew that the flag was adopted in 1996, this is confirmed with a newer decision amending the original 1996 decision issued in the official gazette of the city: Odluka o izmjenama Odluke o grbu i zastavi Grada Koprivnice, 26.9.2002, Glasnik Grada Koprivnice, br. 9/02, 27. rujna 2002.
This decision refers to the orginal adoption of the Coat of Arms and the flag: Odluka o grbu i zastavi Grada Koprivnice, Glasnik Grada Koprivnice, br. 1/96, and its amendment in the subsequent issue of the gazette 2/96, however these 1996 decision are not available on line.
The 2002 decision invalidates the 2/96 decision, and by that we may assume with large assurance that the amendments of the 2/96 decision where just as minor as the 2002 decision, so we should look for the 1/96 decision for the major corps of the legislation. Namely, the 2002 decision only changes some numbers in the determinations on fines, and invaldiates the 2/96 decision.
A vectorized detailed drawing of the Coat of Arms may be found in the in the official gazette. The updated drawing include more detailed images of the crown and the fleurs-de-lis.

The web site at <library.foi.hr> include a project of digitazing of the regional journal Glas Podravine, from its first issues in 1951.
- Article from 1971 is on the 50th anniversary of visit of Stjepan Radic, leader of the Croatian Peasant's Party (HSS) to Koprivnica - the photo from the event in 1921 shows large Croatian tricolours used at the event.
- Article from 1972 may be more interesting to politologues and hsitorians, but it includes a report from general Bobetko (later a leading Croatian general in early 1990's, originating from the region) that some political structures in Zagreb do not look fondly to the Koprivnica region, being accused that they "do not raise national flags and coats of arms as much as in some other parts of Croatia". This was political turbulent times after the break down of the 1971 "Croatian spring" movement.
- In Article from 1973 there is a report on production of the historical 1545 and the modern "created after the liberation" coats of arms of Koprivnica as souvenirs made of clay. Artist is Josip Turkovic. A table flags were also reportedly produced, but no further details of their design.
- Another Article from 1973 reports on the establishment of a basketball club, who was granted right to use the city of Koprivnica coat of arms as their emblem.
- Article from 1974 report on city of Koprivnica clay souvenirs showing the city arms in several versions - now made by Josip Praksi, academic sculptor and custodian of the City Museum of Koprivnica.
- Another Article from 1974 reprts on wood reliefs made by Josip Fluksi, City Museum custodian, showing the coats of arms of Yugoslavia, Croatia and two versions of Koprivnica coats of arms (1545 seal and modern socialist version). the illustration shows the 1545 seal.

- An interesting article from 1983 is on a flag of local mountaineering society:
"Consectarion of a banner
To documet that the citizens of Koprivnica did not act much in line of stabilization, let us serve the description of consecration of the flag of the Croatian Mountaineering Society "Podravac" on 7 October 1888. The patron was Baroness Ljudmila Inkev Countess of Devin from Rasinja. The memorial book of "Podravac" notes:
The consecration of a new wonderful flag was done with so far unseen glamour in Koprivnica. The city magistrate granted 300 florins for the ceremony. The members of the association J. Res and J. Rogina built free of chare a special stage for the singes that could host numerous singers from all over Croatia and the ceremony was to remember by all who were present.
Let us add the note Rudolf Horvat, the historian made: the flag is 200 cm logng and 150 cm wide, produced in Vienna. On obverse a harp is embroidered in gold and on reverse in gold and silver the coat of arms of Koprivnica with the name of the society around it. The flag is red-white-blue, ornamented with two streamers. One streamer is blue with the name of patron embroideried, the other is red inscribed with the year 1888. The coats of arms of Baron Inkev and County Devin are embroidered on the streamers.  The staff for the flag was masterfully made by carpenter Josip Rogina from Koprivnica. He and J. Res built the singer's tample in the middle of the sity. The temple was 32 m long, 12 m wide and 9 m high, and could hold up to 1200 people (!) ..."
Possibly the flag is today preserved in the City Museum?
- Article from 1991 announces that the "next session" of the city assembly shall adopt the new coat of arms and flag. The coat of arms was to be similar to the previous one, but with the socialist red star replaced with the 1545 original crown.
- Another Article from 1991 reports on the adoption of the coat of arms and the flag. Unlike the current coat of arms, the one adopted on 9 April 1991 included a "dark red tower" and grey wall in its base, as well as white fleurs-de-lis. Beneath the twoer were golden ornaments - folowing closely the 1545 seal model. The flag was now first adopted, light blue with that coat of arms in the middle. There is no drawing of that coat of arms available to me yet.
The 1991 design of the coat of arms and the flag was made by Josip Greguric. This coat of arms and flag were replaced in 1996 with the current design.
- Another Article from 1991 reports that on 26 April the decision was adopted in the second house of the local assemby.
- Another Article from 1991 reports on the consecration ceremony for the coat of arms and the flag and the ceremonial flag raising on 30 May 1991.
- It may well be that the 1991Greguric's design of the coat of arms is the one shown on the ads for beer of the local brewery "since now the Kaj beer with the historical coat of arms of Koprivnica"!
- Another Article from 1991 shows the flag consecration ceremony. Unfortunatelly, quite hard to tell what kind of coat of arms is in the flag on the photo...
- Article from 1992 includes review of the museum experts journal "Muzejski vjesnik" nr. 15, where among others is an article by F. Horvatic about then new coat of arms of Koprivnica by J. Greguric.
- Article from 1994 reports from the session of the Koprivnica city magistrate where it was decided to run a public concourse on the for the "graphical standards of visual identity" of the city, "since the coat of arms and flag already exists". The next issue includes the cocourse indeed - which describes the required items - the coat of arms is not to be redesigned (it was to be given to the interested parties as part of the concourse materials).
- Article from 1995 is on the Koprivnica city assembly session, where the concourse on the visual idenitity is mentioned - the winner was Romano Baricevic, who also designed a "logotype - stylized coat of arms of Koprivnica with lilies, crown and walls" - however, I do not think that this is redisign of the coat of arms as such.
- In another Article from 1995 we see the Baricevic's design of logos - obviously not coats of arms.
- Another Article from 1995 has an interesting interviw with Prof. Ivan Balta, from the Osijek university, who lectures on heraldry and vexillology there, who had some lectures in Koprivnica.
- Another Article from 1995 includes a report that "on the redesign of the coat of arms of Koprivnica, that must be done due to heraldic reasons, we shall write subsequently" following the discussion on that in the city magistrate. The next issue includes a long article on the redesign of the coat of arms, picturing both the "old historical coat of arms" (which is I believe Greguric's 1991 design) and the "new historical coat of arms" (unfortunately both in black and white only). It mentions that Novigrad Podravski gained the approval from the Ministry in the mean time, while Koprivnica did not. The new design was made by Draženka Jalšic Ernecic. The unwanted elements of design are named to be "typical for posters and sphragistics" (among others the not-enough expressive design of the crown and lilies and the wiggly ornament in the base typical for seals), the tower may not be red, so the two coloured (red-grey) tower on a white shield shall be replaced... The text also mentions that an other element from the original 1545 coat of arms is omitted in all representations used since 20th cnetury - namely the Turkish heads on poles atop the tower. The flag is again light blue with this new design of the coat of arms and the ceremonial flag is now introduced, as we report here.
Another Article from 1995 includes information on discussion on the change of design of the coat of arms of Koprivnica in the city magistrate - who was informed on the necessity by Draženka Jalšic, who also mentioned various changes of the coat of arms though history. Among others, during the community period, after the prohibition of its use in 1948, in mid-60's it was reintroduced with the lilies replaced with the corn ears and the crown with the star.
- Article from 1996 includes a humorous item on the roorters and petty quarels between the cities of Koprivnica and Djurdjevac and the County (and their Coat of Arms, of course, all having roosters) - including also several satirical poems. In another issue, the story (and photo) presents an autochthonous type of fowl whoose rooster is "even heraldically correct" having golden-yellow feather lined with black (the story is actually on local fowl expert, but it is a nice touch of local political events at the time).
- Another article from 1996 includes a story on the Koprivnica turist board activities - where it is explained that the coat of arms of the city is not used in their materials since it was not yet approved for the use by the Ministry of Administration - namely that the updated design by Draženka Jalšic is still "in the queue" for the approval. However, an interesting photo is there, with a cake picturing the controversial County arms proposal. Another issue gives us a hint that the problem in the Ministry with the coat of arms of Koprivnica is the shield shape.
- Another article from 1996 reprts that the Ministy approved the design of Koprivnica coat of arms, following which the city magistrate adopted it and it yet have to be formally adopted in the city assembly. A large drawing of the city arms is provided here. (Actually, the drawing is vertically mirrored from what I have as the official drawing - the difference is only in vertical hatching in the inner ring of the crown - a small difference, and probably not easily solvable to which source is correct!)
- Another article from 1996 reports that the Koprivnica coat of arms and flag is finally formally adopted in the city assembly (including the ceremonial swallow tailed flag). The artcile claims that the ceremonial flag is swallow tailed in accordance with the tradition of the old flags of the Panonian Croatia - this is hardly arguable claim - the Panonian Croatia was one of the two princedoms of early medieval Croatia (the other one was Littoral Croatia), the two were united by Tomislav who then declared himself a king of Croatia in early 10th century - we have no slightest idea what the flags of Croats at the time might have looked like...
- Another article from 1996 include a photo showing quite clearly the flags of Koprivnica and Križevci used in mid-1990's. Observe the light blue flag with 1991 Greguric's coat of arms (it seems that it is shown in single colour - which one, possibly red?) of Koprivnica.
- Article from 1997 mentions that the Koprivnica city statutes were amended to include the determinations on the new coat of arms and flag. Another issue from 1997 includes photo shows a ceremonial table flag of Koprivnica in use.
- Article from 1998 is on the history of Koprivnica, showing among other coats of arms - a nice and clear drawing of the 1545 seal of the city.
- Another article from 1998 is on on Draženka Jalšic, where she is mentioned as designer of the coat of arms of Novigrad Podravski, Jasenovac (in the Sisak-Moslavina County), Kloštar Podravski and Koprivnica, among others.
- Article from 2003 is on Andrija Kovac from Koprivnica, who, among others, was involved in the redesign the coat of arms of the city in 1968, in accordance with the customs of the period.
- Article from 2005 brings report from the exhibition of the fire-fighters flags held in Varaždin. The flag of the Volunteer fire brigade Koprivnica is second oldest preserved in Croatia, from 1875, shown in the exhibition, and is preserved in the Koprivnica City Museum since 1954.
- Another Article from 2005 is on the 1545 seal of Koprivnica, with yet another nice drawing.
- Another Article from 2005 is on the historical flags of Koprivnica. A flag of the Free and Royal City of Koprivnica is preserved in Zagreb, but damaged. It is or dark red silk picturing the city coat of arms and inscription Civ(itas) Capro(nczensis) 1778. Other flags are known to have existed as they are mentioned in the inventory lists of 1834: "In the palace i.e. the assembly house are two city flags, one of yellow silk, still in good condition, and the other of blue silk, quite thorn."

The web site of the city now includes most of its previous decisions from the official gazette, so also those interesting to us. The original 1996 decision adopting the symbols was referred  in the 2002 decision as being from gazettes 1/96 and 2/96, but actually it was issued in the gazette 6/96: Odluka o grbu i zastavi Grada Koprivnice, 28.03.1996, Glasnik Grada Koprivnice, br. 6/1996, 01.04.1996.
This now provides us with the adoption date 28 March 1996, but also the document contains images of the coat of arms, flag and the ceremonial flag. It invalidates a previous decision on the coat of arms and the flag mentioned as "Odluka o grbu i zastavi Grada Koprivnice, Službeni glasnik Opcine Koprivnice, br. 3/1991".
I believe that this 1991 decision introduces a coat of arms and the flag of design used since 1980's (with somewhat differently coloured coat of arms in a different shield shape), but I have to do some more research about this.
Then follows the 2002 decision which I reported already.
In 2008 a further decision made other minor changes to the decision on the coat of arms and the flag: Odluka o izmjeni i dopuni Odluke o grbu i zastavi Grada Koprivnice, 17.03.2008, Glasnik Grada Koprivnice, br. 1/2008, 18.03.2008.
The coat of arms and the flag are described also in the 2005 and 2009 Statutes (and probably those preciding them that are not available on line):
