According to the Manual del Estado Español (Handbook of the Spanish State, Spanish text only) by Editorial Lama, the historical flag [meaning there is no known adoption date] is "Verde con el escudo provincial en el centro" i.e. green with the provincial coat-of-arms in the center.

I recently spent a long weekend in Seville. Two buildings belonging to the Diputación de Sevilla (Seville [Provincial] Council), its seat and the Caja San Fernando (the Seville Savings Bank) building in front of the city hall flew also the provincial flag, green with the provincial Arms in the centre. These were difficult to see clearly, particularly since the flags hung still in little or no wind. Anyway, the coat-of-arms shows Seville's city arms surrounded with the escutcheons of the main towns of the province.

On the official website of Sevilla Assembly is shown the provincial flag which has darker colour then the one we show. On the same page, the official description is given in Spanish:
Las características de la Bandera de la Diputación son las siguientes: - La Bandera de la Diputación de Sevilla tiene una relación de 3/2 entre sus medidas máxima y mínima; es decir: A/B =3/2, siendo A el ancho y B el alto. Las medidas de las banderas, tanto de interior como de exterior, se ajustarán siempre a dicha proporción y a los estándares aceptadas para la bandera andaluza y la nacional.: 1,50 x 1,00 m 2,10 x 1,35 m 2,80 x 1,80 m 3,50 x 2,25 m. Cuando la Bandera de la Diputación no guarde las proporciones indicadas, será cuadrada.
- Se usará como banderín de vehículo oficial.
- El color de la Bandera de la Diputación de Sevilla será el verde que se ha usado tradicionalmente: Pantone 3415 C.
- La Bandera de la Diputación de Sevilla llevará en ambos lados y centrado, el Escudo de la Corporación.
- Cuando la bandera mantenga la proporción 3/2, el eje mayor del Escudo se situará a una distancia A/2 de la vaina.
- Cuando la Bandera de la Diputación sea cuadrada, el escudo también irá centrado, ocupando casi la totalidad de la misma.

The characteristics of the flag of the [Provincial] Council are the following:
- The flag of the Council of Sevilla has a relation of 3/2 between its larger and smaller dimensions; that is, A/B = 3/2, A being the length and B the hoist. The dimensions of the flag, used indoors or outdoors, shall be adjusted to the proportions and standards accepted for the Andalucian and national flags: 1.50 m x 1.00 m, 2.10 m x 1.35 m, 2.80 m x 1.80 m, 3.50 m x 2.25 m. When the flag of the Council does not have the prescribed proportions, it should be square;
- The flag shall be used as official car flag;
- The colour of the flag of the Council of Sevilla shall be the traditionally used green, Pantone 3415c;
- The flag of the Council of Sevilla shall be charged in the center and on the two sides with the shield of the corporation;
- When the flag is used with proportions 3/2, the main [vertical] axis of the shield is located at a distance A/2 from the hoist;
- When the flag of the Council is square, the shield shall be centered, covering nearly the whole of the flag.

José García Resille of Seville's provincial council supplied me with a colour version of the Arms, including its description. The central escutcheon is that of Seville city, showing Saint Ferdinand (the city's patron saint) with Saint Isidore and Saint Leander at his sides standing amidst gothic architecture, the base showing the "NO8DO" motto. The escutcheon is crowned with an ancient (open) royal crown, and surrounded with the escutcheons of the main partidos judiciales (districts within a province, each including several municipalities). These are counterclockwise Ecija, Osuna, Morón, Marchena, Estepa, Sanlúcar la Mayor, Lora, Cazalla, Utrera and Carmona.
