"Brevard County Policy BCC-88 limits the use or display of its official
seal to County officers or employees in the performance of their official
duties. It is not available for use or display in the public domain,
therefore we are unable to fulfill your request for images of the Brevard

The flag appears to be a Florida-type saltire, orange-red on green.

According to a photo of the flag at Flickr, the lunar surface in the lower
half of the seal is yellow and not light gray. See

165.043, Florida Statutes:
"The governing body of a county or municipality
may, by ordinance, designate an official county or municipal seal. The
manufacture, use, display, or other employment of any facsimile or reproduction
of the county or municipal seal, except by county or municipal officials or
employees in the performance of their official duties, without the express
approval of the governing body is a second degree misdemeanor, punishable as
provided in s. 775.082 or s. 775.083."
Showing the seal (on a flag) on a
web page as an illustration, obviously is not an "employment" of the seal. It's
not being used in its function, so to speak.
