The adopted flag and Coat of Arms of
Dniepopetrovsk oblast are available at <www.adm.dp.ua>.
It appears that the image of the Coat of Arms on the Ukrainian
Heraldry website is not the current one but only a proposal.
The final design is very close but different.

From Ukrainian
Heraldry:
"It is a rectangular panel are bend by dark blue (top left
part) and white (bottom right part) strips. The image on a flag
reconstructs graphic elements of the oblast' emblem. A flagstaff
has length 2,5 meters and diameter 5sm. The fastening of a panel
is carried out by the gold nails. A flagstaff's top has the metal
image of the oblast' emblem."

From the site of Ukrainian
Heraldry:
"The modern Coat of Arms is an argent shield bend sinister
by the gules embattled and azure wavy lines. In the first part are
three azure stars with for rays on each, in the second part is
Zaporizhzhya Cossack with rifle. The shield is framed by a gold
ear and an acacia branch, entwined by a blue-yellow ribbon".
