    The flag of Utena county - Utenos apskritis. Coat of Arms at <www.utena-on.lt>. All county flags and Coat of Arms adopted on 2004 by Heraldic Commission of Lithuanian Department of Interior.

    Utena county - on a red field a silver horse, above a golden 8-pointed star, blue bordure with 10 Jogaila crosses. Flag proportions 5:6, free edges bordered with silver rope, finial is a golden tip.
    Utena county had no historic arms. Looking for the symbol of land, the ancient tradition of horsebreeding was mentioned. This tradition is related to the sacred status of the horse (especially white ones) in Lithuanian culture. In modern times, Utena county is most famous for horse sports and horse races. That was one of reasons why in 1969 the horseshoe was shown on the arms of Utena city.
    The horse symbolizes the tradition of horsebreeding and horse sports. Also it is a kind of citation of the arms of Utena city: the city is related to the county like the horseshoe is related to the horse. Also the horse is some citation of National Arms, as the Utena county is the part of Aukstaitija region. Also the horse symbolizes freedom, intelligence and luck.
    The eight-pointed star shows the administrative center of county: Utena city. It also symbolizes revival and knowledge. The red field is the traditional color of flags and banners of Vilnius province (vaivadija) of Grand Duchy of Lithuania. It also symbolizes the fight for freedom.
    The blue border with 10 Jogaila crosses is a common element for all counties of Lithuania: the border means dependence, the Jogaila cross means Lithuania, and 10 means the number of counties. Colours golden on blue are traditional for Jogaila cross in Lithuanian heraldry.
