Overview

Koprivnicki Ivanec is a community just two kilometers due north of Koprivnica with some 2600 inhabitants. The CoA and the flag are described in the statutes of 2001 issued in the official gazette (avilable on <www.glasila.hr>):  Statut Opcine Koprivnicki Ivanec, 10. listopada 2001. Službeni glasnik Koprivnicko-križevacke županije, br. 12/01, god. IX, Koprivnica, 11. listopada 2001. They must have been adopted somewhat earlier, say about 1997.
The coat of arms of Koprivnicki Ivanec is Argent five Flames Gules. The flag is blue with the coat of arms bordered yellow in the middle. The five flames are said to represent five villages comprising the Community, and symbol of the Midsumernight's bonfires (Midsummerday being celebrated with bonfires as the day of St. John, i.e. Ivan).

On the exhibition in Koprivnica in April 2003, no symbols of Koprivnicki Ivanec was shown (so also none in [ern03]) and the community is listed among the 10 communities of the County that still have no symbols. I interpret this in the way that the symbols are adopted (as indicated by the Statutes) but not yet approved by the Ministry (as the main criteria of [ern03] was approval from the Ministry).

The source for the images is "Likovna rješenja službenih grbova odobrena od Ministarstva uprave a na temelju pozitivne ocjene od Povjerenstva za odobrenje grba i zastave", poster, 4 str, Heraldic art d.o.o. Rijeka (2006).
Design: Heraldic Art d.o.o. from Rijeka The design was approved by the Ministry of Administration/Central State Office for Administartion some time between 2003 and 2006.

The community apparently adopted the symbols in late 1990's, as mentioned and described in its 2001 Statutes. However, these were apparently not yet approved by the central authorities in 2003 when the exhibition was held cf. [ern03], but Mladen Stojic of Heraldic Art who designed it includes it is his 2006 poster of his approved designs. As I mentione above, this would mean that the design got approval between 2003 and 2006...  
Namely, in 2007 the central authorities issued an approval for the symbols of K. Ivanec, but of entirely another design, that was formally adopted by the community in 2008 with the decision issued in the official gazette:
Odluka o grbu i zastavui opcine Koprivnicki Ivanec, 5. veljace 2008, Službeni glasnik Koprivnicko-križevacke županije, br. 2/2008, 28. veljace 2008.
The decision mentions the approval granted by the Central State Office for Administration: Rješenje Središnjeg državnog ureda za upravu Kl. UP/I-017-01/07-01/46, urbr. 515-10/06-07-3, 28, rujna 2007.
In the mean time the community adopted a new statutes in 2006 replacing the 2001 statutes, where the description of the coat of arms and the flag was removed entirely.
I am not sure what is going on - either the central state office granted two different approvals for two different designs for the same community in a matter of a few years, or there is an error in the Stojic's poster and the design mentioned in the 2001 statutes was actually never approved!
In any case, the new symbols per 2008 decision are, the coat of arms is Azure John the Baptist pouring water from a bowl over Jesus all argent issuant from the base. The flag is blue with the coat of arms bordered yellow in the middle.
Unfortunately, the official gazette includes only description and not the drawings of these.

The web site at <library.foi.hr> include a project of digitazing of the regional journal Glas Podravine, from its first issues in 1951.
- An article from 1995 includes the concourse for the coat of arms and the flag of Koprivnicki Ivanec with 3000 and 1500 HRK prises,
- An article from 1998 report that the coat of arms and the flag of Koprivnicki Ivanec was consecrated on 24 June 1998 (St. John the Baptist - Midsummer's Night Day) in the parish church by priest Bernardin Šulj, missionary in Africa, born in Kunovac.

From the official gazettes: New statute: Statut Opcine Koprivnicki Ivanec, 10.07.2009, Službeni glasnik Koprivnicko-križevacke županije, br. 10/2009, 16.08.2009. str. 943., is describing the new design with John the Baptist. The new 2009 Statutes contains the new description of the coat of arms and the flag as adopted in 2008, superseeding the 2006 statutes description of the previous design.  
Article on Radio Koprivnica site mentions that the symbols were designed by Antonio Grgic of Pikant Marketing. The designer name is already well known to us from several other successful designs - notably the Koprivnica-Križevci County, Ferdinandovac, Legrad. When he was designing the County arms he was still a student, but by now, obviously he runs a successful marketing company. The above article claims that he designed some ten municipal arms in Croatia.
Mr. Grgic kindly answered and sent me the vectorial drawing from which I prepare a more exact images.
