Overview

Župa dubrovacka (for some linguistic reason the official name is not with capital D) is a community in the Dubrovnik and Neretva County, one of the rare examples of communities in Croatia that does not have name the same as the place where their seat of administration is. The main town of the community is Srebreno, about 10 km south-east of Dubrovnik, since 1991 administratively part of the city of Dubrovnik, but seceeded in 1997. About 6,600 inhabitants (Srbereno, 550). The economic base in the history was agriculture - being a very rich region in vicinity of Dubrovnik - providing the city with agricultural goods. Today, tourism is, of course, of the utmost importance.
The coat of arms is: gules a woman's head couped with black hear in a bun and an earring argent toped with a white torse on which is set a basket or filled abundant with fruits proper. This refers to the traditional way the peasant girls would bring their goods into the city markets. It is also said that the girls from this region are very pretty looking, which is not hard to believe.
The flag is (dark) red with the coat of arms brodered yellow in the middle.

I received the answer from the community of Župa dubrovacka. The decision adopting the symbols is: Odluka o grbu i zastavi opcine Župa dubrovacka, 1.10.2002. Službeni glasnik Opcine Župa dubrovacka.
The coat of arms is described in the decision (my translation): gules, a woman's (Župka's) head with black head and black bun bearing on a "spara" argent a basked or filled with fruits. Župka is name for an inhabitant of Župa. "Spara" is, obviously, the local name for the torse.
The flag is described as being dark red with the coat of arms in the middle bordered yellow. Ratio 1:2.
There is no mention of ceremonial flag, so possibly there is none, even though it seems that the design was made by Heraldik-art, Rijeka and one would expect a ceremonial flag...

The site of the community now includes also the image of the ceremonial flag, which I suspected to exist. The ceremonial flag is a dark red gonfalon with three triangularly ending tails, the middle one being longer, containing golden ornaments of vine, olive and fig branches. In the middle is the coat of arms of the community and the name inscribed in three arches.

On the community site, there is a photo showing the table flag which is somewhat different. The table flag is vertical rectangular flag with the coat of arms in the middle and green olive and branches with yellow bunches of grapes below it and the yellow name of the community in two rows in the base. The same photo shows the table flag of Stari Mikanovci in the Vukovar-Srijem County.
