Flags of Dubrovnik

St. Blasius, parton of the city, the barry arms and motto LIBERTAS are ancient symbols of Republic of Ragusa (Dubrovnik). St. Blasius Flag - reintroduced: 1990's, based on primary flag of the Republic of Ragusa. There is also the Libertas Flag, based on secondary flag of the Republic of Ragusa.

That is the old Ragusa flag, to be found on the flagchart in Smith's FTAAATW [smi75b] , p. 205 (c. 1750) and on Danckerts' flag chart [dan05] (c. 1710). I wonder whether this flag is a reconstruction of one of those flag charts.

This is indeed the flag of Ragusa (or Dubrovnik, as the local name is). The flag situation in the longlived Republic was such that two flags were used - the one with LIBERTAS shield, in many variations, was considered a kind of what we would call civil flag (and ensign - the flags were mostly used at sea in that time), and the on with picture of St. Blasius, the patron of the city was more ceremonial and "state" flag. Also the flag with the Coat of Arms was used, as some sources say, as they symbol of officials on vessels. Anyway, not going into details here (since I do not have references by hand), I can only say that after WW II city of Dubrovnik reatined only the Libertas flag (as the one with saint was not appropriate in socialist environment, of course) and that was usually red with yellow inscriprion, not unusually in three lines LI/BER/TAS (this design was reported before also). The modern city, after 1990, adopted the flag with St. Blasius as the official city flag, and it is used as such. However, in ceratin occasions, as it is the one mentioned on the site - the Dubrovnik summer festival (of theatre), the flag of liberty is used on opening ceremony and thruout of the festival it is hoisted on the city main square. It might be mentioned also, that as tradition goes, there is no definite design for libertas flag, and even if the same flag is used as the official flag on the main flag-pole (the one on photo), it is quite usual that each year somewhat different pattern is used as the flag of the festival.

Here is the details of the flag of Dubrovnik in the photo I took on 17th June 2006 in Dubrovnik at the Memorial Hall of the Homeland War in the Ducal Palace (nowdays, the Archives of Dubrovnik).
This is, I believe, the official artwork of the current flag of the city of Dubrovnik.

The 2001 Statutes (no doubt repeating wording of some previous version) determines in quite a few details the Coat of Arms and the flag in its article 5; again repeated in the 2006 statutes: Statut Grada Dubrovnika (procišceni tekst), Službeni glasnik Grada Dubrovnika, br. 1/2001, 23.01.2001, Statut Grada Dubrovnika (procišceni tekst), Službeni glasnik Grada Dubrovnika, br. 2/2006, 27.01.2006.
Notable is that the flag is there prescribed in the ratio 2:3, even though I believe that in most occasions it is used in the usual 1:2 ratio, especially when displayed together with the national flag (which is often the case).
The city decision regarding the flag hoisting is: Zakljucak o isticanju zastave Republike Hrvatske na Orlandovu stupu, 27.08.2002, Službeni glasnik Grada Dubrovnika, br. 6/2002, 03.09.2002.
The decision determines that the flag to be hoisted on the Orlando's Column daily is the national flag, except for the Feast of St. Blasius (3rd February), the city patron day, when the city flag is hoisted there, and during the Dubrovnik Summer Festival, when the Libertas flag is used.
Beside that, the decision calls upon the store owners etc. to hoist the national flag for the national holydays, and gives order to the city communal office to propose a "more proper" way of hoisting the national flags in the city.

The red bordered white flag in ratio about 2:5 with swallow tail and red inscription next to the hoist LI/BER/TAS is the one that is used for hoisting on the Oralndo's Column - the main city mast in the main square, while the yellow bordered white flag with yellow bordered stylized red flag in the middle inscribed white LI/BER/TAS is used in other prominent locations around the city. The former is used only during the Dubrovnik Summer Festival, white the latter are displayed throughout the year, I believe. Photos at wikimedia and <pictures.dubrovnik-guide.net>.
