The flag and arms of Granada were approved by the Municipal Council and submitted on 2 February 2009 to the General Directorate of Local Administration, which confirmed them by Decree on 10 February 2009, published in the Andalusian official gazette (Boletín Oficial de la Junta de Andalucía, BOJA) No. 36 on 23 February 2009.
The relevant parts of the Decree are the following:
Shield divided per fess, the lower part divided per pale. 1. Argent the representations of the Catholic Kings sitting on their throne, with crown and cloak, King Ferdinand V on right holding a sword in the right hand and Queen Isobel I holding a scepter in her right hand, surmounted by a red canopy. 2. Or the Torre de la Vela [lit. the Watch Tower, part of the Alhambra] masoned argent surmounted by a Spanish flag gules and or. 3. Argent a pomegranate proper faceted gules slipped and leaved of two leaves vert. Border compony of ten pieces Leon and Castile, the pieces of the chief and of the base with the castles surmounted by two flags gules [and or]. The shield surrounded by a scroll or with the titles of the town: "muy noble, muy leal, nombrada, grande, celebérrima y heroica ciudad de Granada" [very noble, very loyal, renowned, great, very famous and heroic town of Granada] tied in its lower part by a tassel or. The shield surmounted by the Royal crown.Flag: Crimson and green, made of two equal vertical stripes; the first, at hoist, crimson red, and the second green. In the middle the municipal coat of arms.
The symbols should be registered on the Andalusian Register of Local Entities, with their official written description and graphics (as originally submitted, but unfortunately not apprended to the Decree).

Accordingly, the previous flags reported below are obsolete (legally, no other flag than those registered on the Andalusian Register of Local Entities can be used).

A photo at www.granada.org shows the CoA with a scroll around it, unlike in our image.

I took this picture of the flags that fly atop one of the towers of the military part of the Alhambra in Granada. From right to left, City of Granada, Province of Andalucia, Spain, and European Union; the 3 first flags being the "state" version with the coats of arms.
The coat of arms present on the Granada flag is a simplified version (and with some different colouring I believe) of ones that could be seen for instance in bus stops... They show Ferdinand and Isabella on their thrones, in the base on two fields is a pomegranate and on the other a tower holding a flag, and a bordure of Castille and Leon, one of the "castilles" holding two white flags.

This has some differences compared with our image: the shade of green is definitely medium, not light, there is no crown, the shield is samnitic, not iberic, the upper hald of the shield is azure, not vert and both bottom quarters are argent. This may be an unnofficial, incorrect or variant design, but it is nonetheless in use.

Throughout the city there could be seen lots of flagpoles flying a simple undefaced red-green.
