Here is the story why the Town of Farmington, Connecticut, has no flag:
"In August 2004 the Farmington Town Council was presented four flag designs by a Flag Committee that was appointed by the Town Council a year earlier. The Flag Committee Members met on a regular basis and did a lot of research on creating an historic flag design for the Town of Farmington. Unfortunately, the Town Council chose not to appropriate $5,000 for an illustrator to create a design for a flag for the Town and they tabled the issue indefinitely; therefore, at the present time the Town of Farmington does not have its own Town flag to display."
