The municipality of Milsinja existed during the Austrian Empire period, during the Kingdom of Yugoslavia and also during the time of Federative People's Republic of Yugoslavia until year 1955. At that time larger communities were formed, and Mislinja was included in the community of Slovenj Gradec. It reemerged in 1995. According to its area, it is one of the largest Slovenian municipalities with 112 sq. km. It has 11 inhabited settlements, 1,265 houses and 4,511 inhabitants.

The coat of arms and the flag of Mislinja are prescribed by decision Odlok o grbu in zastavi Občine Mislinja adopted on 26 November 1996, signed on 28 November 1996 and published in the official Slovene gazette Uradni list Republike Slovenije nr. 71, pp. 6147-8, 13 December 1996, with effect on 27 December 1996.
The flag is rectangular, in proportions 1:2. It is based on the elements
of the coat of arms. The flag is always
hoisted vertically, and it is a vertically divided blue with a
six-pointed star and green with an eight-leaved flower.
The Decision in the official gazette does not include images, but
there are images of the coat of arms and flag available on several
websites, all being independent sources, as it seems from the general
layout of images, which provide enough confidence for making the
drawings. The municipal website provides an image of the flag, too, though the
flag shown there is in proportions 2:5, and not 1:2 as it is clearly stated in the
Decision that it should be.
Stanič & Jakopič [j2s05] also show the flag with proportions 2:5. Could this mean that while the flag is indeed presribed in proportions 1:2, it may actually be used in proportions 2:5, similarly to most of the other municipal flags in Slovenia?

The coat of arms of Mislinja can be blazoned as "Per fess enarched fimbriated and bordure argent, azure a mullet
or, and vert a "huitfoil"".
Stanič & Jakopič [j2s05] shows all the elements of the coat of arms bordered with a thin
black line, while the star is further outlined with a thick black
line. These lines are not present in his drawing of the flag.
