This flag is hoisted in the "Sala de Banderas" (state governor's place-work), along with the National flag, at the Government headquarters in Xalapa, State's capital city. The flag is but the classic white field charged with the State's coat of arms, with the addition to the white field of an all-around red-and-green narrow border.
Besides, the flag is to be exclusive for Government usage. It is flown during governors, federal or other sort of meetings, most of them with the governor present, inside and outside the State's territory.
Juan Manuel Gabino Villascán, March 10, 2005.
