On a photography taken by Jaume Ollé in 2006, the elements of the flag obviously come from the badge of the MNDF (Maldives National Defence Force), the predecessor of which was the National Security Service (NSS).
Looking at the photography of the MNDF flag, the upper stripe looks rather white.
But it might be grey if there is any vexillological continuity between the
NSS and the MNDF. The lower stripe is black, the emblem in the middle is the MNDF badge, which can be seen on, the >A HREF="http://www.mndf.gov.mv">MNDF website.

Album des Pavillons [pay00] shows the coast guard flag as horizontally divided gray-black with an emblem in the middle. The emblem consists
of a white ring with yellow borders inscribed inbetween NATIONAL
SECURITY SERVICE, the area in the middle being vertically divided red-
white-green with a white shield with two crossed scimitars and a yellow ribbon,
possibly with some inscriptions.
This is the flag of NSS, the voluntary defence
organization of the Maldives, counting about 3,000 troops, and including the
Coast Guard with some 400 men and half a dozen vessels.
The coast guard ensign is the national flag, whereas the flag of NSS is flown on land on
National Security Service offices (including coast guard offices).

Quoting Xavier Romero-Frias:
[The former flag of the Maldives customs] was adopted at about the same time as the last version of the Port Health Officer flag [early 1960ies]. The emblem on the customs flag carries the outline of the munnaru at the Hukuru Miskiy in Malé (the only customs of Maldives was there). The word 'customs' is written in English. No flag in Maldives had any writing either in the old Divehi Akuru or in the Taina script. The date in which this flag was abandoned is not known.
The current customs flag, as photographied by Jaume Ollé is horizontally divided light blue-dark blue, with the emblem at the upper hoist; I have drawn it with 1/3 light blue, 2/3 dark blue, but the exact proportions are unknown. The emblem can be seen on the customs website

The police flag can be seen on the gallery of the police website. The police flag exists for outdoor use (dark blue with the emblem in the centre) and for indoor use (same, with a large golden fringe).
