Unidentified Lebanese Sports Flag

An article in As-Safir newspaper (machine-translated):

I don't know whether the flag in the photo is that of the Ministry of Youth and Sports or of the Lebanese Athletic (Society?) All that can be seen is that it contains a red/green seal with Myron's famous statue of the discus thrower.
