This site has an image it identifies as the flag of Beirut municipality – white with arms in center. I can find no corroboration of it anywhere else.

Sidon

Possible Flag of Sidon

There is a white flag with CoA on the other side of the speaker's podium a the very small photo at the Sidonia News site; it could possibly be the flag of the municipality of Sidon.

Alternately, in a photo of a march in memory or Rafik Hariri , there are a number of red-green-red horizontal tricolors in evidence, which might conceivably be the Sidon municipal flag.

Tripoli

I came acros this link, and on the top bottom left of the homepage you can see what it seems to be the Coat of Arms of the capital of Lebanon, Tripoli.

The capital of Lebanon is Beirut, not Tripoli.

However, checking the town website, I find that Tripoli does have a flag – it can be seen in numerous photos in an issue of the town's newsletter, available for download in PDF format. Unfortunately it is furled in all the photos; the most that can be made out is that it is mainly white and bears the town arms amid a larger design made up of thin, dark lines.
