The decisions from the official gazette are the first bit of
information on the Lokve symbols. I believe that it is because
the symbols are apparently not approved by the Ministy of
Administration yet, and are probably not in use. (On a weird side
- the flag is adopted three weeks before the coat of arms, even
if it includes it). The decision is: Odluka o grbu Opcine Lokve,

The coat of arms is azure, standing on a ground vert St.
Catherine clead white and caped gules crowned and nimbed, holding
a palm leaf in her sinister and a sword in her dexter hand,
behind her in base a semi wheel and in dexter a fir tree.
The flag is light gray with the coat of arms in the middle. The
flag is bordered yellow ("greenish yellow" says text,
whatever that means and looks like!?).
Lokve is a community of somewhat over 1,200 inhabitants due
south-east of Delnice, som 20 km east
of Rijeka on the main highway to Zagreb. It includes a lake, and the
forestry being the main industry. The production of doors and
windows is probably what makes Lokve most famous outside the
region.

Tomsilav ipek finally discovered a nice image at <www.exing.hr>.
The images is a charter given to a sponsor by the Community and
in its background showes a shield that matches well with the
description from the official gazette of 1996. The charter is
issued in 2000. Weather that it means that the coat of arms is
finally approved by the Ministry by that time, or is the use is
"semi-official", it remains unclear, but surely it
gives us a good drawing to start from.
I am not sure what exactly the Ministry do not like about it.
Maybe the Ministry objected regarding the flag using not permited
colour and bordering that is also against the rules.
The flag I reconstruct from the description in the decision
adopting it, as I already quoted: "The flag is light gray
with the coat of arms in the middle. The flag is bordered yellow
('greenish yellow' says text, whatever that means and looks
like!?, see: Previous Symbols). This
reconstruction might not be that acurate, after all.

I find it interesting that the figure (Mary? Another saint?)
is carrying what appears to be a rapier (like the épée with
which I like to fence) rather than the more heraldically
traditional medieval broadsword.

The figure is, of course, St. Catherine (as the palm leaf and
wheel indicate it).

Tomislav ipek reported there is an article in the Novi list of 4 September 2005
mentioning the adoption of the flag of Lokve: The previously
adopted flag (see: Previous Symbols) was not
approved by the Ministry of Administration. Therefore Lokve
adopted a new one in 2005, blue with the coat of arms in the
middle. If there should be a yellow border around the coat of
arms, it is not mentioned. The coat of arms of Lokve is
modernization of the 1873 seal of the parish and town of Lokve.
The ceremonial flag, that is not yet manufactured, is said
to include oak and fir branches with acorns and cones probably
similar to the flag of Fuine ,
but we should yet seen).

The flag should include the yellow-golden border around the coat
of arms.

Unlike the previous 2005 Statutes (and 2001 and 1994), the new
2009 statutes includes the description of the new coat of arms
