Delnice is a city with somewhat more then 6000 inhabitants
some 30 km due east of Rijeka in
Gorski Kotar and it is today the most important city in that
mountainious region, no doubt because it is situated on the road
Zagreb-Rijeka.
The Coat of Arms is: Azure a man standing on a
mount vert propped a scite proper. The man is clead in local
garment - white shirt, golden rimmed black waistcoat, green
trousers and with a black hat with golden ribbon. The coat of
arms originates probably from 18th century. It is shown, e.g. in
Zmajicic's 1971 book [zma71].
The flag is unknown to me. Both the flag and the modern design of
the Coat of Arms must have been adopted around
1995.

I received mail from Robert Grubisa from Rijeka informing me
on the flag. Here is translation sumarized:
Delnice - The flag is dark green with the coat of arms in the
middle. Information based on an article in Novi List newspapers.

The flag and the Coat of Arms are adopted
on 3rd March 1995 by the decision issued in the official gazette
soon afterwards: Odluka o grbu i zastavi Opcione Delnice,
03.03.1995, Slubene novine upanije
primorsko-goranske, br. 9/95, 08. svibnja 1995.
The man in the Coat of Arms is desribed to be a forestry worker -
young, brown-haired, with black hat, clead in a silver shirt with
black golden edged overcoat and in green tight troursers wearing
brown high shoes. The tool he is holding is described as a pick,
so my previous blazon should be ammended accordingly. The flag is
green with the coat of arms in the middle bordered with a golden
edge.

The decision: Odluka o mjestima i obvezi isticanja zastave
Grada Delnica, 30.05.2003, Slubene novine
Primorsko-goranske upanije, br. 16/03, 18.06.2003,
prescribes the palces where the city flag is to be hoisted and in
which circumstances. basicaly, the flag is to be mandatory
hoisted on the City Day - 24 July, St. John the Baptist as well
as on the public holydays of the Republic of Croatia, epsecially
in those listed: 1 May, 22 June (Day of Antifascist Strugle), 25
June (Statehood Day), 5 August (Day of Victory and Homeland
Thanksgiving), 8 October (Independence Day).
The places where the flag is to be hoisted in those occasions is
in Delnice, on the road entering Delnice from Rijeka and two
other specified places in the city, in the settlements aroudn the
city where there are seats of local subdivision administration
and, where such exist, on the buildings of the culture centers,
and in all other settlements (towns, villages) on the territory
of the city of Delnice.
Furtheron, the decision gives permition to all phyisical and
legal persons to use the city flag on their property or objects
that they use in those prescribed days, following the manner of
hoisting prescribed in the decision on the Coat of Arms and the
flag. This is quite unusual and "liberal" decision,
considering that otherwise the usage of municpal flags is quite
restirctive in Croatia.
For some reason, probably and error the same decision was printed
in a previous issue of the official gazette: Odluka o mjestima i
obvezi isticanja zastave Grada Delnica, 30.05.2003, Slubene
novine Primorsko-goranske upanije, br. 15/03, 06.06.2003.
Still before this, other decision was made: Odluka o grbu i
zastavi Grada Delnica, 31.03.2003, Slubene novine
Primorsko-goranske upanije, br. 11/03, 17.04.2003. I have
not quite compared it word for word with the 1995 decision, but
as far as I could notice the decision is basically the same,
modification being mostly due to the change of status from the
community to a city.

Coat of Arms and flag were designed by Heraldic Art d.o.o from
Rijeka and approved by the Ministry of Administration/Central
State Office for Administration before 2006.

The 2009 Statutes do not describe the Coat of Arms and the
flag, prescribing that they should be defined with a separate
decision. However, the 2006 consolidated text (and 2001 Statutes)
includes the detailed description of the Coat of Arms and the
flag in its Articles 11 and 12. The previous Statutes do not
include the descriptions as the symbols were adopted in 1995.

After changes in the administrative structure of the city
official bodies, the change is reflected in amendments to the two
decisions regarding the Coat of Arms and the flag, the amendments
being just minor.
