City of Kraljevica, Primorsko-goranska zupanija, Croatia - The
city of Kraljevica is located at the south edge of Bakar bay is
easter part of Kvarner, near the point where the island of Krk is
closest to the coast. The city is located at a very good natural
harbor point. It is populated in 15th century, and at first named
Portorium, meaning the "customs place", latter
corrupted to "Porto Re" - royal port, or in Croatian
version which is in use since early
17th century - Kraljevica. The roads from inland reach the coast
at this point, and in middle 18th centry a military shipyard was
build here. In the 1993 reform Kraljevica lost status of a city
(bacame community), but it was regained in 1997.
The coat of arms of Kraljevica is already mentioned in pre-WWI
sources, so it must have been granted by Austrian emperors. It
was recently (re)adopted, together with the accompanying flag.
The coat of arms in canting, refering to the Italian name of the
city: Azure, an Anchor Or ensigned by a Crown.
The flag is blue with the coat of arms bordered yellow in the
middle, ratio is 1:2.

The decision was published as amended decision in 1998: Odluka
o grbu i zastavi Grada Kraljevice (prociceni tekst),
28.08.1998, Slubene novine Primorsko-goranske
upanije, br. 18/98, 11. rujna 1998.
The crown is described in the decision in some more details - as
a crown with three cinquefoil leaves and two trefoil
inter-leaves. The height of the coat of arms in the flag is
prescribed to be 2/3 of the flag hoist, with yellow border around
it.
The Ceremonial Flag is not mentioned at all,
though it is most certainly used and is shown on the city web
site.
The final article of the decision reffers to the previous
deciaion (unpublished in the official gazette), the ministry
approval, and the ministry suggestions that we followed in
amending the decision: Odluka o grbu i zastavi, 04.11.1997.

The 2009 statutes describes the coat of arms, the flag and the
ceremonial flag in its articles 4 though 6, unlike the previous
2001 statutes that simply states that there are a coat of arms
and a flag (and previous 1993 statutes that prescribes that they
shall be adopted by a separate decision): Statut Grada

The ceremonial flag, as usual in coastal region of Croatia, is
vertical gonfanon-type flag with three rectangular tails, blue,
ornamented with golden embroidery, with the coat of arms in the
middle and name of the city in arc above it. (The part with name
is missing from my source, so that part is reconstructed, based
on customs in other such flags.) The wreath around the coat of
arms is two fig branches.
