Overview

Vrsar is a community in the Istrian County, half way between Rovinj and Porec. The ancient town has it own histoorical coat of arms showing an apple tree held by two bears. The Italian name of the town is Orsera - thus the bears are probably canting. It seems that recently this was adopted formally in a modernized form, since such is used on a road sign in Vrsar, as Tomislav Šipek photographed it.
The coat of arms is oval shield argent an apple tree proper held by two bears proper rampant on a mount vert. The mentioned road sign had the background dark blue, and this may be indicative that the flag may also be dark blue with the coat of arms in the middle, but this would have to be confirmed yet.

In the computer magazine "Vidi" of August 2006 there is an article on an even from Vrsar, where the flag is clearly shown. The flag is blue with the coat of arms in the middle, somewhat differently coloured then what I reported previously.
This may indicate that the design has been formally adopted and approved.
The web site of the community at <www.vrsar.hr> conatins yet an other colouring scheme for the coat of arms.

On the official web site of the community, one can find some additional info, images of coat of arms and the flag. The coat of arms image that is pictured on the front pages of the official gazettes, is slightly different then my drawing - apart from the small artistic differences the fruits on the tree are red.
The flag is shown on the news articles regarding the community government, I presume that this may be a ceremonial flag, or if not, this may be a reason why the previous set of symbols was not approved by the central authorities - they forbid inscriptions in flags, other elements, as far as I can judge must have been in order with their regulations. That flag is light blue, with the coat of arms in the middle bordered yellow, and with yellow inscription in two rows "OPCINA/VRSAR" at the canton and "COMUNE DI/ORSERA" in the fly top (Croatian and Italian name of the community), and is bordered with yellow fringe.
The article at <www.vrsar.hr> contains the summary from the 43rd session of the Community Board, held on 6 September 2007, that ad 6 has part regarding the community symbols (my translation): "The Community Board determined the proposal of the new Decision on the coat of arms and the flag. The current Decision on the coat of arms and the flag is dated 1994 and must be changed to be in conformance with the state regulations. The determined proposal of the Decision, together with the graphical design of the coat of arms, the flag and the ceremonial flag of the Community of Vrsar and a written document of the Croatian State Archives on the historical coat of arms of Vrsar, shall be sent to the Central Office for Administration for approval, after which the Community Board shall be able to adopt the new Decision on the coat of arms and the flag. "
