Last weekend I spent in Poreč, a well known city in Istria,
being one of the most important tourist resorts there. The flag
of Poreč is vertically hoisted, vertically divided red and white
bicolour. In the middle, offset to top (say 1/3 of fly length
from hoist) is set the coat of arms. The coat of arms is per pale
Argent and Gules, surrounded by a laurel branch on dexter and an
oak branch on sinister, both sable, leaved green and fructed
proper. That is, the laurel branch has four red berries, and oak
branch has four golden acorns with brown cups. Flag ratio 1:2.
I have never seen the flag hoisted horizontally, and due to the
way it is designed, I doubt that is is ever done.

The city
web site includes the official gazettes since 2001 -
including decision of several surrounding communities as well:
Odluka o imenovanju Komisije za obradu zahtjeva za dozvolu
uporabe grba i zastave Grada Poreca, 13.02.2001, Slubeni
glasnik Grada Poreca, br. 1/2001, str. 15-16.
The decision on commission for requests to use the coat of arms
and the flag of the city of Porec - the 3-members commission was
established as a permanent working body to prepare proposals to
the city magistrate regarding the requests of "third
sides" for the use of the city symbols. The decision refers
to the previous decision on use of the coat of arms and the flag
of the city, but does not provide the usual details on their
issue in the gazettes: Odluka o uporabi grba i zastave Grada
Poreca.
2009 Statutes of Porec and several statutes of the surrounding
communities only mentions existence of the coat of arms and the
flag.

there is a beautiful photo
of the city flag in the wind.
This flag is very much like the drawing above (some minor
differences in the coat of arms artwork), only the coat of arms
is centered and not off-set to the top as I have seen on other
flags in Porec. Probably both versions are used simultaneously.
However, the official
gazette and the city magazine Porecki vjesnik, use somewhat
different artistic solution of the coat of arms (the gazette in
black and white only), probably again this is used on flags and
in other occasions as well (see: variant).

I have noted previously the table flags that are of equal
design, but somewhat shorter (2:3~) and with three tails. Those
table flags might easily be "shrunken" replicas of the
ceremonial flag.
