Overview

Brtonigla is a community in the Istria County, 70 km northwest of Pula, inlands between Umag and Novigrad, with 1,500 inhabtants (about 800 in the town of the same name). Alost 40% of inhabitants are Italians, so both Croatian and Italian are official languages. In the Roman period there was a town named Ortus Niger or Hortus Niger (=black garden).  
The coat of arms used traditionally for Brtonigla showes a landscape with a square field with a crossroads all in a cartouch type shield. This cants the Latin name of the place. This coat of arms is set in a white and blue swallow-tailed flag with a white ribbon above it inscribed with the name of the community in the Croatian and Italian languages and with an olive branch. These symbols are, probably, used unofficially without the approval from the central authorities.

The community web site includes a photo of the actual ceremonial flag, with golden fringe and golden loops for attachment to the crossbar.
The Statutes of the community includes the 2007 redaction of the 2006 statutes, although we may guess that the same determinations on the coat of arms and the flag were included in previous statutes, at least since 2001: Statut Opcine Brtonigla (procišceni tekst), 02.04.2007, Službene novine Opcine Brtonigla, br. ?/2007.
The article 5 describes: "The coat of arms of Brtonigla is the historical coat of arms in shield shape with blue sea at the top, in the middle is a green vineyard field surrounded with 16 olive trees and two cypress trees, the field is divided into four quarters by a red cross. The edges of the field are yellow and the background is white."
The flag is also described - "half white and half blue with the coat of arms in the middle and with an olive branch in its top right corner. Above the coat of arms "on a modified background" (whatever that is supposed to mean) is inscribed "Opcina Brtonigla - Comune di Verteneglio". The end of the flag is in swallow tail shape. The flag is bordered with golden yellow. Ratio of the width to length is 1:2."
