Sokolovac is community of about just less then 6,000
inhabitants, some 10 km SE fo Koprivnica,
on the main road leading from Zagreb.
As such, I have seen the flag hoisted on the community building
number of times I passed on the road in 1998 when I was conscript
in Koprivnica and on many occasions afterwards I was driving
there. However, most of the times the flag was so wrapped around
the pole that I could only note that it is green.
The Ministry of Administration apporved the design on 24 April
1996 (according to [ern03]). I
have not found local legislation adoption of defining the flag
(surely only because it is not available on line, and I was not
searching in appropriate libraries). The design was made by
Marijan poljar, dr. Zorko Markovic, Romano Baricevic. I
suspect that these gentlemen were, at the time of adoption,
members of community assembly or some such.
The coat of arms of Sokolovac is canting: azure a hawk argent
stantant on a tripple mount vert. 'Sokol' means hawk.
The flag is green with the coat of arms in the middle.

The official gazette since 2000 is available on the web site

including decisions on symbols of its cities and communities. The
communities adopted new statutes in 2006, typically containing
the descriptions of coat of arms and flags adopted previously, so
I just quote them for documetry purposes:

include a project of digitazing of the regional journal Glas
Podravine, from its first issues in 1951.
- An
article from 1994 has the concourse for the coat of arms and
the flag of Sokolovac. Among the simplest and shortest of the
kind I have seen, basically says: We have a concourse for the
design of the coat of arms and flag - send us in your proposals
within 8 days.
- An
article from 1995 has a new concourse for symbols of
Sokolovac (3000, 2000 and 1000 HRK prizes) - obviously the
previous concourse was unsucessful.

The description of the coat of arms and the flag is repeated in
the new 2009 Statutes equal to the 2006 statutes: Statut Opcine
Sokolovac, 14.07.2009, Slubeni glasnik
Koprivnicko-krievacke upanije, br. 10/2009,
16.08.2009. str. 1073.
The coat of arms is described to be outlined in white, and
presumably it should be also bordered white in the flag -
however, the real flags reported in [ern03]
do not have that white outline.
I have not noticed that this description (first present in the
2006 statutes and now repeated, the 2001 statutes do not include
the description) mentiones the silver/white border of the coat of
arms. It is not clear from the description weather this is a
heraldic border in the shield, or an outline around the shield
and it is not mentioned specifically when describing the flag
(although, by extension, it would be tehre as well). However,
since the flags in all outher sources do not include any white
outine/border, I do not think that we should change anything,
except have this note for the time being.
