I am not persuaded that the Fiji blue ensign, badge without disk ever really caught on from a popularity standpoint. It may have existed on paper, but I believe that the badge on disk version was used regularly right up to independence. I once saw a yacht in Hawaii was flying both the blue and red ensign and both had badges on the disk. And, the only other colonial Fiji ensigns I saw around independence time had disks as well. They were not old ensigns at the time. They were new.
