The image depicts a mistaken emblem -- wrong shape and some different colours. From the University's statutes:
Artículo 41. El escudo de la Universidad responde a la siguiente descripción: círculo blanco en el que aparecen dos letras C de color negro opuestas, que incluyen sobre ellas el número tres en notación romana de color amarillo, y en cuya parte inferior figura en color negro la leyenda homo homini sacra res, rodeado todo ello de una corona circular de color azul donde aparecela inscripción UNIVERSIDAD CARLOS III DE MADRID en color amarillo. 2. La bandera de la Universidad es de color rojo carmesí, con su escudo en el centro."
My own translation:
Article 41. The University's coat-of-arms follows this description: a white circle on which appear two opposed, black C letters, which include on top of them the number three in yellow Roman numerals, and in its bottom part the motto homo hominis sacra res in black, all of it surrounded by a blue circular crown [actually a bordure] with the inscription UNIVERSIDAD CARLOS III DE MADRID in yellow. 2. The University's flag is crimson red with its arms on the centre.
I believe there is a mistake in the motto, which should have one "s" less and read "homo homini sacra res" meaning "man is a sacred thing to man", a quote from Seneca, "Epistulae morales ad Lucilium," XCV, 33.
