Introduction

The municiplity of Torrox (16,395 inhabitants in 2008; 51 sq. km), located 50 km east of Málaga, is divided into two villages, Torrox- Pueblo (Village) and Torrox-Costa (Coast), the historical village and the sea resort, respectively. Torrox-Village, located 4 km off the coast, is a typical Andalusian villages with a Muslim past, while Torrox-Costa, a former Roman spa known as Caviculum, is the industrial and commercial part of the municipality, today mostly living from tourism and claiming to enjoy "the best climate in Europe." After the Reconquest by the Catholic kings, Torrax was granted the title of "Muy Noble y Muy Leal Villa" (Very Nobla and Very Loyal Town).

Description

The flag, arms and motto of Torrox were approved by the Municipal Council and submitted on 2 September 2008 to the General Directorate of Local Administration, which confirmed them by Decree on 9 December 2008, published in the Andalusian official gazette (Boletín Oficial de la Junta de Andalucía, BOJA) No. 257 on 29 December 2008.

The relevant parts of the Decree are the following:

Coat of arms: Quartered shield.
1. Gules a castle ot masoned and port and windows sable;
2. Azure a lion rampant or langued gules and crowned or, holding a three-pointed standard gules;
3. Azure;
4. Gules.
The shield surmounted with the crown of the Catholic Kings [usually refered to as "the Spanish Royal crown open"].
Motto: a scroll or with the title "MUY NOBLE E MUY LEAL VILLA DE TORROX" in letters sable.

Flag: Rectangular panel in proportions 2:3, divided in two horizontal stripes, the upper blue and the lower red. In the middle the municipal coat of arms.

The symbols should be registered on the Andalusian Register of Local Entities, with their official written description and graphics (as originally submitted, but unfortunately not apprended to the Decree).

"La Opinión de Málaga" reports on 5 January the official adoption of the municipal flag, coat of arms and motto of Torrox. The General Directorate for Local Administration of the Goverment of Andalusia ("Dirección General de Administración Local de la Junta de Andalucía") has registered these symbols as elements proper to the municipality and representative of it on the Andalusian Register of Local Entities ("Registro Andaluz de Entidades Locales").

The symbols were submitted for approval on 2 September 2008 by the municipal administration of Torrox. The flag, already hoisted on the town hall, is horizontally divided blue-red. The coat of arms is charged with a lion rampant or. The motto is "Torrox, Mejor Clima de Europa" ("Torrox, best climate in Europe"), said to be based on a scientific comparisons of temperatures all over the Mediterranean Basin.

The article does not explicitely state that the flag is charged with the coat of arms, but the illustrating photo of the town hall clearly shows the flag with the coat of arms.

Coat of Arms

The coat of arms is

"Quarterly,
  1. Gules a tower or,
  2. Azure a lion rampant or crowned of the same langued gules holding a banner of the first with three pennants of the second,
  3. Azure,
  4. Gules."
Since the two lower quarters are smaller than the two upper ones, I am not sure that "quarterly" strictly applies here. The shield is topped by a Royal crown or and surmonts a scroll or with the writing "MUY NOBLE MUY LEAL VILLA DE TORRAX" sable.
