The El Oro Province (Oro = Gold) is the southernmost of
Ecuador's coastal provinces. It has been named that way because
of its historically important gold production. It is one of the
worlds major banana exporters. The capital is Machala. The
province is divided in 14 cantons and features a wide range of
attractions, such as the Jambelí Islands, the petrified forest
of the Puyango River, and the island of Santa Clara, to name a
few.

I had a look in my sources. Smith 1975 [smi75c] shows the flag of El Oro
with no comment about it. Smith 1985 ([smi85],
the Spanish version of [smi80])
shows the same flag but with a footnote "There are doubts
concerning several of these flags". Alvarez et.al. 1986 [alv86], a South American source,
appears to have simply copied Smith 1975 and shows the flag with
no comment.
Maybe Smith reported some Ecuatorian flag which was spotted at El
Oro but was not the El Oro flag? Maybe that flag had some
relationship with the one I spotted (same flag, no canton,
lighter green) as Ecuatorian UFE?
