Samtgemeinde Ilmenau (Lüneburg county; Lower Saxony)
Description of flag:
The flags ratio is 3:5. It is a light blue (FIAV-code B-) flag with two horizontal yellow stripes. The ratio between the flags segments is 1:1:4:1:1 (measured by myself in Melbeck-townhall), where I found an image of the flag. In the centre of the bigger blue segment is the coat of arms of the municipality.
Description of coat of arms:
The shield is divided per fess. The chief shows a golden (=yellow) passant lion in a blue field. The golden (=yellow) base is divided by a sinister-bendy wavy blue-white-blue line. There are three red hearts in its right upper part and one in its left lower part.
Meaning:
The lion is that one of the Welfen-dynasty, whose most famous duke was Heinrich the lion, duke of Saxony and Bavaria. The wavy line is symbolizing the Ilmenau creek. The hearts are symbols of the municipalities of Ilmenau, located on both sides of the creek, they are Barnstedt, Deutsch Evern, Embsen and Melbeck. The hearts are also symbolizing that Ilmenau belongs to Lüneburg county.

Municipality of Deutsch Evern (Samtgemeinde* Ilmenau; Lüneburg county; Lower Saxony)
Description of flag: The ratio of the flag is 3:5. It is a blue flag with horizontal white stripes. The edges are blue. The ratio between the stripes is 2:2:9:2:2. The coat of arms is in the centre of the flag. The pattern was sent to Hauptstaatsarchiv Hannover for permission on 2 January 1986.

Description of coat of arms: In a silver (=white) shield is a black boars head red tongued and silver (=white) armed. The shield is divided in the upper half by a blue fessy wavy line. In the chief are three red hearts in a horizontal line.
Meaning: The hearts are taken from the coat of arms of the dukes of Lüneburg. They are symbolizing the fact, that the municipality belongs to Lünebrug county. The wavy line is symbolizing the Ilmenau creek, which gave its name to the Samtgemeinde. The boars head stands for the municipality's name.
