It is a horizontal white over blue over white flag. The blue stripe has double width. In the centre of the blue stripe is the coat of arms. The flags ratio is 3:5.
Description of caot of arms:
The shield is divided by a bottoms up pall. All parts of shield are of white and blue colour. In the base is a single rush, in the dexter chief is a x-shaped piece of wood, in the sinister chief is a crozier.
I spotted the coat of arms on 18 April in Barum near the firebrigade-station. The image of flag matches the description given in  http://kommunalflaggen.de/. The flag was submitted at Hauptstaatsarchiv Hannover.

Municipality of Handorf

It is a yellow over red horizontal bicolour with the coat of arms in the centre of the flag. The ratio is 3:5.
Description of coat of arms:
The shield is divided per fess. The dividing line is superimposed by a green hexagon with two opposite very long sides and four very small ones. The base shows a lily of the valley in natural colour (green with white blossoms) on a golden (=yellow) field. In the chief there are a church in the dexter chief and a windmill in the sinister chief.
All objects are silver (=white) except the green roof of the churches clocktower. The chiefs background is red.
Both objects are probably the two main attractions of the fairly small heather village.
I spotted this flag on 18 April in Handorf at the windmill-restaurant.
