I found a short text about the flag of Clearwater Municipal District (M.D.) at aamdc.com which states:

Also in 1991, the M.D. developed a new municipal logo. The logo reflects the many topographical features which exist in the M.D., including the mountains, foothills, green areas, river valleys and agricultural lands. Four years after the development of the new logo, the M.D. celebrated its 10th anniversary. To mark the occasion, an open house was held at the M.D. office on June 6, 1995 which included displays depicting the history of the M.D.. The following year, the M.D. adopted a municipal flag which incorporated the municipal logo developed previously.

The Clearwater Municipal District in 2000 became Clearwater county and changed the logo.

The municipal district of Clearwater is located in Central Alberta and has its administrative headquarters in the Town of Rocky Mountain House.
