Overview

I found no info on the flag, though surely the coat of arms would be included in the flag, as is usual around here. Bihac is the capital of the Una-Sana canton. The coat of arms of Bihac is azure a fort with a flag atop argent over a wavy bar and in chief a white rosette and a yellow five-pointed star.
I believe that this coat of arms may be based on a historical pattern, especially the flag atop the fort may be from a medieval coat of arms. However, I have no more info at this time.

The coat of arms on <www.qsl.net> looks quite old, so it seems as if the present version is a re-adoption.  That does not answer the question as what's on the flag, of course.

The colors of the flag are like in flag of Una-Sana Canton, but in proportion 2:6:2 according to municipality statute. Description of coat of arms and flag of Biha at <lin.bihac.org>

"Description of the flag is: Municipal
The flag  is  made  in  ratio  height  to  width  1:2.  It  is horizontally  divided  in  three fields in blue, white and green, with proportions 2:6:2 as per height of flag.
Coat  of  arms  covers  central  part of the flag and it is 0,7 of the height  of  the  flag.  Upper  field of the flag is blue as in shield. Bottom  field  of  the  flag  is  light green in which central part is occupied with coat of arms of the municipality. [?]"
