According to the Flag Bulletin [tfb], the naval ensign, in proportions 2:3, is horizontally divided red-black-red with, in the middle, a yellow anchor charged with a red star fimbriated yellow. In Vexilloteca [vxt], the star appears totally yellow, which is probably an error.

Decree No. 38 of 29 May 1954 changed the naval ensign to a blue flag, in proportions 3:4, with the national flag in canton, also in proportions 3:4. The Decree does not prescribe a shade of blue; the shade on the above image is as used in Vexilloteca [vxt]).
Of similar design, the naval pennant has proportions 29:100.

Decree No. 96 of 14 August 1958 changed again the naval ensign, to a white flag in proportions 2:3, with a red stripe along the lower edge
(~4:1) and, on the white field, the black double-headed eagle and the red star edged in gold over his head.
Of similar design, the naval pennant has proportions 1:15.

The ensign and pennant of auxiliary vessels are similar in design and proportions to the naval ensign and pennant; the ensign has the lower stripe blue instead of red and the pennant has the left field red instead of white.

The ensign and pennant of coats guard vessels are similar in design and proportions to the naval ensign and pennant; the ensign has the lower stripe green instead of red and the pennant has the left field red instead of white and the right field green instead of blue.
