Are you sure this doesn't mean that the message is coming in spelled out form using the letter flags, rather than as a pre-set code from the signal book? That's the meaning of the "telegraph" flag in non-Russian signaling systems. For example, if preceded by a "telegraph" signal, the ICS flags IT spell the simple English word "it." If not, the IT combination would mean "I am on fire."

Note: These next four flags are signal flags apparently referring to compass directions. Naval use has special words for these, not the usual Russian language names. The numbering seems to be only the order by which these flags show in the source.
