Overview

Here is information about the new flag of Amazonas State:
Antecedents - Amazonas State, second in extension of the Republic, is located on the South end of Venezuela and limits with Bolívar State to the North; Federative Republic of Brazil to the South and East and Republic of Colombia to the West. It receives its name on April 23rd ,1856 in honor to the world wide mighty river discovered by Conqueror Francisco de Orellana on 1542, who too baptize it with the Greek voice which identifies the legend about a race of warrior women which lived on the Asiatic region of Sarmatia, located far along the Caucasus. Elevated to the category of State by Special Law No. 35015 dated on July 19th, 1992, in force since December 31st that year,  it has as capital the city of Puerto Ayacucho, founded on December 9th,1924 by Engineer Santiago Aguerrevere executing orders of the Presidency of the Republic. It's integrated by the municipalities Alto Orinoco, Atabapo, Atures, Autana, Guainía, Manapiare and Río Negro.

The Flag - Attributes and Semiology: Consist in a field with approximate ratio 2:3; this is, a square and half of length divided on three horizontal stripes with the same size: blue (above), green (center) and red (below). Completes the design the territorial profile of the State in brown with dark yellow border and inside it appearing disseminated seven five-pointed and white stars, a streamlined mountain and an indigenous face.
The blue stripe represents the nobility, the immaterial things, the justice, majesty of the courage, the beauty of the immensity and imposing horizons and distances of the magicians and mystics landscapes of the state; on the one hand and by the other, symbolizes the brilliance and the greatness of its clean sky, the force and fury of its torrents originated in its turbid waters, rebounding  the Amazonensian as a worthy being, plenty of humility and able to fight against his difficulties and go ahead. The green stripe remembers the sovereignty of the Amazonensian people as ecological, cultural and tourist entity of the world alluding to the immense and inaccessible extensions of forest of the region with its diversity of fauna and flora which emphasizes it as natural reserve and vegetal lung of the world, jeopardizing its inhabitants in the defense of the species and habitats in danger to extinction. The red stripe symbolizes the blood which express the genetic wealth of the ethnic groups that conform the cultural patrimony of the state and the Nation, proclaiming to the world the development of systems and projects destined to preserve the existence of the indigenous communities as tangible testimonies of the ancestors of the humanity. The yellow, image of wealth, life, life creation and light, represents the Amazonensian ground, wealth, waters, minerals, fauna, flora, healthful atmosphere and splendid culture, making its inhabitants worrthy representation for generate and preserve the existence of the Life. The brown represents the great land extensions rich in minerals causals of the peculiar colors of its rivers, standing out the mystical Negro River and the majestic Orinoco River, ecological patrimonies; on the one hand and by the other, remembers the activities proper of the natural creativity of its natives: the creation of ceramics (mud and clays cups), the art of the basketwork (the hammock and purses made with Moriche's palm leaves), the ground work (agriculture, creation of sowing lands), the fishing techniques, the hunting and other activities that are contribution to the attributes present in this land and its people, whichs conserves their constance. The map expresses the greatness of the state as guarantor of its patrimony and its culture. The stars symbolizes the municipalities that integrate the state: Atures, Autana, Manapiare, Atabapo, Alto Orinoco, Guainía and Río Negro.The mountain represents the legendary Autana Hill: pride of the Amazonensian people recognized inside and outside Venezuela as genuine expression of the geologic patrimony and indigenous mythology, raising the immensity and singularity of the so called "tepuys" (characteristic mountainous formations of the region), ridges and rocks of the State geography, reserves of ancient petroliferous sources. The indigenous face represents the present ethnic groups in the state: their history, tradition and legends, doing special emphasis in the Yanomami ethnic group, by their cultural importance as first inhabitants of the continent and that to be on way to extinction deserves a conscience taking to help their preservation.
Historical Synthesis: Creation of Graphical Designer Lucibel Sanchez Guaruya, was product of a contest organized for create the State's Flag in agreement with Decree Nº 012-02 dated on February 28th, 2002, signed by Governor Liborio Guarulla.

I found the official website of the Government of the State of Amazonas in Venezuela. Image is pretty the same, with exeption of the stars, which are smaller. The colours are little different. More information in Spanish at <www.amazonas.gob.ve/simbolos.pdf>.

The Amazonas State is located to the South of Venezuela and is the second in extension of the Republic. Its Coaot of Arms is per fess, the chief per pale: The first quarter, in gules (red) for symbolizes audacity, intrepidity and courage, charges a reclined aboriginal busy on artisan works representing the firmness and steadiness of the Amazonensians. The ceramic pieces at his side reminds their activity, creative sense and sensibility in search of the perfection on their cultural expressions. The second quarter, in Or (yellow) symbolizes the purity and power of the region and their people, and charges a autochthonous "Tucan" (Toucan), there called "Piacoco", looking to the right side of the shield and standing on a vert (green) tree without leaves, representing the unquiet vigilance of the Venezuelan southern frontiers. The third quarter in Sky-blue (variation of the heraldical azure blue- in this case), symbolizes the justice, majesty and loyalty, reminding too the beauty and clearly sky of the State. There appears a semblance of the typical landscape of the region: the father of the Venezuelan rivers, the Orinoco, in first plane, represented by their torrents and millenary stones which guard the ancestral testimony of the "Petroglifos" (writing on stones), reminds their birth in this federal entity. In the right side, on a forest, appears a "Churuata": a typical house of our aboriginal men in these lands, symbol of serenity and abstraction. At the background, we can see the legendary "Autana" Mountain, natural monument and very important reference for the Amazonensian ancestral mythology, representing the unalterable guard of the riches under their feet. The exterior ornaments are: a "Marahuaca" or typical basket made with the Cucurito palm tree leaves how heraldical timmer, charged by bananas, mangoes and other typical fruits of the region, for represents their wood and agricultural potential how expression of the Blessings of God for this land. The cimier is a gold (yellow) pennant with the war cry: "HONOR Y LEALTAD" (Honor and Loyalty) written in silvered letters, reminding the integrity and the Amazonensians obedience to duty and law in a democratic system of government. The five pointed and golden stars in the pennant terminals, reminds the four departments of the ancient Amazonas Federal Territory: Atures, Atabapo, Río Negro and Casiquiare. The "Guacamayo" (Macaw Bird) standing on the cimier's top is symbol of freedom. The "Moriche" and Royal palm trees branches at the flanques of the shield, the preferred material of the Amazonensian aboriginals for the construction of the ceilings of theirs houses, reminds too the victory obtained when they combated the Spanish conquerors and their triumph in the survival on the wood. The "Flor de Mayo" (May Flower) orchid, the Venezuelan emblematical flower, appears under  the shield for symbolizes the exquisite variety of this plant that we can meet in these places and besides, the exotic proprieties of the Amazonensian forest. The three-colored pennants at the bottom, represents the Venezolanity and its mottoes written on silvered letters are: at dexter "18 de Julio de 1822" (July 18th, 1822), date of the official creation and incorporation of the Amazonas Federal Territory to the Republic; at sinister "9 de Diciembre de 1924" (December 9th, 1924); ephemeris of the fundation of the City of  Puerto Ayacucho", Capital of the State, and its name "ESTADO AMAZONAS" in the central lower pennant.
