Overview

Blue - is the colour most expressive of our Islands, symbolizes the sky and the vast area of the Caribbean Sea in which the islands of the Archipielago are scattered. Blue also represents the harmony and hope of the people.
Green: symbolizes the forests as well as agriculture.
White: symbolizes peace.
Red: symbolizes courage and vitality as well as the sun
The 5 stars on Los Frailes flag symbolizes the 5 Islands of the Archipielago (Roca del norte , Cominoto, La Peche ,Morro Blanco,El Chaure ) and unity the big star on the upper part of the flag symbolizes  the big island of Gran Frailes where the main town is situated.

Quoting the "Venezuela Tuya" website: "One of the less visited places in Margarita, are the islands of Los Frailes. These islands are the ones you can observe far away from Guacuco, El Tirano, Parguito and El Agua Beach. These islands are deserted and have no more than 20 or 30 habitants, all of them, fishermen. Nevertheless, during the day the quantities of people on the island can double itself with the visitors from Margarita Island. Come along with us in this small trip to Los Frailes."
I have some doubts on the exact status of this flag.

The Los Frailes islands belong, as we know, to Venezuela, and I can find no evidence of any local assembly (or indeed, any evidence of a sufficiently large enough permanent population to support such an assembly) who would have the authority to commission a design or adopt a flag for this group.
I follows therefore that we treat this proposal with a very high degree of caution.

Wikipedia does not have much information except that the island are "rock islets with sparse scrub vegetation". Not much indicative of a native population.
A link from the Wikipedia article shows a group of short wave radio expedition to Los Frailes island indicates on the second page that no permanent population lived there do to no source of fresh water and the huts are for equipment storage.
Wikipedia indicates that the Los Frailes island are a part of the Federal Dependencies of Venezuela.
