The State of Washington (US) has a clean marina programme. Relevant information can be found at www.cleanmarinawashington.org/about.asp:
“Clean Marina Washington was created in 2005 as an expansion of the EnviroStars program, which provides incentives for businesses to reduce and better manage their hazardous waste. [It] is an incentive-based certification program in which marinas assess their operations and implement improvements to better protect the environment. When they reach the qualification standards (...) they earn the right to "fly the flag."
To which Jennifer Day Design, creator of the logo, adds atjenniferdaydesign.com/portfolio_print9.htm:
“The logo was created with the flag application in mind - and transferred well to a printed brochure.”
Beneath a celeste sky is a medium blue sea bearing white words “CLEAN / MARINA” having, at left, a white stylized vessel sailing upon it (towards the right) whereas at right, a white heron or suchlike bird is standing (looking towards the left). Enclosed in a thin blue holding line, the entire design is extended and rounded off at upper right; interrupting (at base) the holding line are blue words “WASHINGTON / “EnviroStars Certified”, the state name larger. I do not know if the logo appears on a rectangular flags but at least a logo-bearing pennant (white background) is documented here: www.portofeverett.com/images/clean_marina_award_at_marina_opening.small_res.jpg/a> (from www.portofeverett.com/home/index.asp?page=147)).
