South Carolina is among the growing number of US states with a “Clean Marina”
programme. Information found here:

“The
South Carolina Clean Marina Program provides a unique opportunity for marina
owners and operators to improve their customer services, protect water quality
and be recognized for their efforts. By meeting prescribed environmental
performance criteria, marinas can qualify to fly the Clean Marina flag to
attract recreational and transient boaters to their facility. (…) The program is
administered by the SC Department of Health and Environmental Control, Office of
Ocean and Coastal Resource Management and the South Carolina Marine
Association."
This page obligingly shows the flag in question.
White field with programme name ‘South Carolina / CLEAN MARINA’ in blue, both
lines left aligned but the second one much larger and longer, taking up much of
the flag’s length; name enclosed by two parallel waves, very thin, in blue.
