The State of Maine has a “clean marinas” programme but includes “clean
boatyards” in it as well. See this pdf file:
http://maine.gov/dep/blwq/docwatershed/marina/sec4a.pdf
“The Maine Clean Boatyards and Marinas Program is a collaborative
partnership among industry, state and federal agencies and environmental
organizations dedicated to promoting best management practices in boatyards
and marinas. The Program will help preserve and improve the natural resources
upon which the industry and the people of Maine depend by reducing
pollution.”
We learn that the scheme got underway in 2002 and operates on
three levels of accomplishment appropriately called Bronze, Silver, and of
course Gold. As in similar programmes, participation is voluntary – and there
is a flag to go with it!
See following pages for photos of the flag:

White
swallowtail, horizontally divided blue-white-blue 1:3:1 (the blue stripes are
fimbriated), the logo in the centre.
The logo consists of the green name
‘MAINE’ and a stylized green ship’s shape on a blue wave to the right of it
(sailing towards the fly); below them, white italic words on a blue rectangle
‘Clean Boatyards & Marinas’ and again below that, in the fly, green word
‘MEMBER’. Apparently the upper edge of the rectangle is placed on the
swallowtail’s median horizontal line.
