Launched in 2003, the Delaware Clean Marina programme pursues targets similar
to other states. Good practices in preventing or limiting pollution are necessary
given the fact that Delaware, a small US state, has nevertheless a long
coastline with about 100 marinas serving 46.000 local (registered) boaters:

“After taking
the Clean Marina Pledge, marina operators have a year to work through the
checklist and implement necessary measures to achieve a passing score. After
completing a self-assessment, operators can call on mentors—other marina
operators or advisory committee members—or the Clean Marina Office at
Delaware Sea Grant for guidance. Once a marina operator is satisfied that
conditions of the checklist are met, a visit with the Delaware Clean Marina
Advisory Committee will be scheduled. Upon certification, a marina can use
the “Delaware Clean Marina” logo and flag in its advertising.”
Following site lists important points of interest:

citing considerations for new or expanding marinas; marina design and
maintenance; storm water management; vessel maintenance and repair; petroleum
control; sewage handling; waste containment and disposal; marina management;
laws and regulations; and boater education.
But to return to the above
mentioned flag – see these sites for logo and photos of flag, respectively:

On a white field
is placed a white (square) lozenge bordered blue (with a thin yellow stripe
in the centre) bearing a blue-and-white compass rose having a small yellow
lozenge in the centre; surrounding it are the words, in blue, ‘DELAWARE /
CLEAN MARINA’ separated by small blue lozenges.
