As seen on a flag posted by "edwinart" on eBay, likely a former Tumbling Waters Museum item.
Sky blue field, a very large seal-like design placed between two laurel branches in natural colours; the device has a broad yellow (or gold?) ring bearing black names ‘PARKERSBURG’ (top) and ‘WEST VIRGINIA’ (bottom); linked to the ring - somewhat merging with it - is a broad triangular border, one corner down, bearing black but voided words ‘PROGRESS’ (top), ‘INDUSTRY’ (left) and 'EDUCATION’ (right); this last border encloses a sky blue triangle -also one corner down, of course - bearing two clasped hands, white; the three interstices or areas within the circular rim not taken up by the triangles, or background if you want, are (is) red.
