According to http://www.postandcourier.com/news/2009/oct/21/old-tower-provides-a-new-flag-seal, Dorchester County is changing its seal and placing the seal on a flag:
"It features a sketch of the St. George's church bell tower at Colonial
Dorchester State Historic Site outside Summerville, maybe the signature image of
the place that was founded by settlers in 1697. The church is one of the last
remnants of the town of Dorchester, the beginning of inland settlement of the
people who became the Low Country.

The flag was blue, with a white map of the county, bearing various local symbols: a church tower, three buildings, a yellow railroad track, three red roses.
