The flag of the City of Bedford, Ohio is the city logo on a white flag. This information was sent to me by Michelle Gnoddie, City Manager's Office, City of Bedford, Ohio, including an image of the city logo (seal).
About the city:

I had occasion to visit Bedford today to inquire about the
city seal in blue on white flag reported to Valentin by a person in the City
Manager's Office. I had earlier visited Bedford and found a somewhat different
flag, with the seal in full color. It develops that the official flag is indeed
the one in full color. The mayor evidently had the blue-on-white flags made to
sell to the general public as an inexpensive alternative. As is typical in many
city halls, I've discovered, even personnel who work there don't always know the
facts about the city flag. The receptionist told me that they had no city flag
indoors, only outdoors. No such flag was outdoors; both versions of the flag
were indoors.
The seal, incidentally, depicts the central image from one
of Archibald Willard's two "Spirit of '76" paintings (1875 and 1891). Willard
was a native of Bedford.
