The flag is a ~2:3 vertical tricolor of red, white and blue, with an emblem
on the middle stripe. The emblem is roughly shield shaped, made from two white,
thick-edged separate parts, top and bottom, joint by a gap filled with the word
"Cleveland", set in a thin squarish sans-serif font. The upper half of the
“shield” is edged in blue, its upper side with two pointy tips, and contains two
symbols, also blue: in the “dexter” a cogwheel with something and in the
“sinister” something else. The bottom part of the “shield”, with ogival tip, is
edged in red and includes the date "1796" enclosed between two green (laurel)
branches tied at their stems with a green ribbon. Bellow the “shield” black bold
condensed sans-serif capitals reading the motto "Progress & Prosperity".

Commonly we see incorrectly made flags with the only two colors (cheaper to
make), showing the wreath in red and the lower motto in blue.
