Description of the Flag

The NAVA image at http://www.nava.org/Flag%20Design/City%20Survey%202004/city_flag_photos/Newark.jpg and shown in the American Flag Survey (2004) and American City Flags (Purcell, 2003) shows a white flag ~11:17 with a wide dark blue bordure and the city coat of arms (as depicted in side the city seal) above a large scroll, all in golden and garnished in black, centered on the flag.

It should ne noted that Newark city is not the same as Essex County, although they share the same territory.
