A red-blue-red vertical tricolor, the blue stripe somewhat wider. On the blue stripe, a white map of the county, and on it a kilted piper bearing a state flag. Above a yellow ribbon stating SCOTLAND COUNTY and below another yellow ribbon stating FEBRUARY 16, 1899.
