The NAVA image shown in American Flag Survey of 2004 and American City Flags shows a ~3:5 very very dark blue flag with a central white disc (diam. approx. half the flag height), rimmed in golden yellow, on which the local wooden watch tower is depicted in black, surrounded by green undergrowth. All around this disc, in golden yellow casual script capitals, the words "Guardian of the Gulch" arched above and "1881" arched below.
This flag can be seen in official use at the City Commission photos: www.ci.helena.mt.us/city-home/departments/commission.html (image at www.ci.helena.mt.us/typo3temp/pics/211d5ef13e.jpg), where the shade of blue seems to be much lighter than the state and national flags.
Local legislation at www.ci.helena.mt.us/city-codes.html doesn't include the words "city flag", and "flag" seems to appear only in connection with the national flag.

Ralf Hartemink reports a coat of arms from www.helenamontana.com/HELENA_MONTANA.jpg (no longer available), which is Azure issuant from a mound Vert a (representation of the local wooden fire watch) tower Or and the mount charged with the figure "1881" Or. Torse: Azure and Or; mural crown proper; crest: the tower Sable and in background the map of Montana Argent outlined Gules; supporters: two deer; trophy: a pick and a spade Proper crossed at the handles; compartment of green grass; motto "Guardian of the Gulch" in black capitals with red initials on a scroll Or.
